I. PURPOSE OF THE MINUTES

This document establishes the ceremonial and operational closing of the first cycle of jurisdictional construction of the Autonomous Capital Jurisdiction (JCA), which runs from March to September 2023.

The consolidation of the jurisdictional seed is declared, as a living, sovereign and replicable body, and the ground is prepared for its expansion, public activation and interjurisdictional application.

II. RECOGNITION OF ACTIVATED INSTRUMENTS

During this first cycle, the following sovereign instruments have been fertilized, consecrated and published:

III. CONSOLIDATION OF THE JURISDICTIONAL SEED

It is declared that:

• The Autonomous Capital Jurisdiction has been fertilized, ignited, activated and doctrinally nourished;
• Its operating system has been outlined, with sovereign management in law, value, heritage, finance, currency, operational project infrastructure, ecosystem and public relations;
• Acts of functional appropriation have extended their operational scope to established commercial assets;
• The jurisdictional seed is alive, protected, and ready to maintain its operational deployment and replication.

IV. CLOSING AND PREPARATORY DECLARATION OF THE SECOND CYCLE

This Act consecrates the ceremonial closing of the First Construction Cycle of the Autonomous Capital Jurisdiction, deployed during the year 2023, recognizing the culmination of its founding instruments, doctrinal shields and bases of operational sovereignty.

Simultaneously, it declares the vibrational opening of the Second Cycle, oriented toward functional consolidation, sovereign asset allocation, corporate protection, doctrinal development, and regulatory harmonization. For this new cycle, continuity is established in the integration, consecration, and publication of operational appropriation acts, document protection, non-subordinate legal interoperability, and procedural standardization, as strategic preparation for subsequent phases of public activation and jurisdictional expansion.
