I. PREAMBLE

By virtue of the principles of self-determination, non-subordination and Real Mutual Balance, this Declaration is established as an act of economic consolidation of the Autonomous Capital Jurisdiction — JCA, projecting its operational, financial and functional sustainability in a sovereign and interoperable manner.

II. BASIS

The Autonomous Capital Jurisdiction is sustained through the activation of sovereign assets, the functional reconversion of created structures, and the opening of investment and donation channels under doctrinal protection.
