I. VIBRATIONAL PREAMBLE

All communication between sovereign jurisdictions requires preserving the vibration, meaning, and original intention of each term, symbol, and act.

This protocol enshrines semantic interoperability as a principle of non-subordinate coexistence, ensuring that no exchange entails distortion, imposition, or loss of sovereignty.

II. PRINCIPLES OF SEMANTIC INTEROPERABILITY

1. No Semantic Subordination

No term shall be interpreted under external codes without sovereign validation. All semantics are original and not derived.

2 Recognition of Proper Ontologies

Each jurisdiction declares its own system of meaning, symbols, codes, and vibrations. There is no translation without a recognized ontology.
