The evaluation for the eventual activation of jurisdictional official means is underway within the sovereign planning framework of ELQH!, and will be executed in accordance with the principles of symbolic neutrality, institutional-communicational purpose and vibrational coherence with the JCA system.

IX. FUNCTIONAL APPROPRIATION

It is declared that the ES LO QUE HAY! system, whether or not it has been registered in state, institutional or conventional systems (SENADI, WIPO or other entities anywhere in the world), is functionally appropriated by its sovereign creator, and assigned to the Autonomous Capital Jurisdiction - JCA, integrating into the system all the components established in this document, as well as all creation, transmission, information capsule, interview, publication, thematic programming or symbolic content linked to the system, activated in official digital channels under the direction of Mauro Rojas.

The functional appropriation of the system is permanent, supraterritorial, and neutral, compared to any state system, whether conventional or transitional. Its authority arises from the non-delegable communicative, institutional, and sovereign purpose of its creator.

X. SOVEREIGN ASSIGNMENT
