This report enshrines the technical, strategic, vibrational, and semantic evaluation of the instruments, processes, protocols, and operational structures activated in the JCA–JOUS sovereign jurisdictional system during the second cycle. Its objective is to verify functional coherence, identify necessary adjustments, and consolidate the architecture while the construction of the third cycle is deployed prior to its closure, in preparation for jurisdictional opening.

II. SCOPE OF EVALUATION

The following components are evaluated:

• Activated instruments: Mandates, minutes, declarations, protocols, manuals, manifestos.
• Operating protocols: Sovereign signature, doctrinal protection, commercial relations, interoperability, principles of Real Mutual Equilibrium.
• Functional processes: Registration, validation, astrological synchronization, publication.
• Jurisdictional structure: JCA as a legal-operational axis, Codex Primijuris as a living archive.
• Creative powers: Consecrated brands as active nodes.

III. METHODOLOGY

The evaluation is carried out by:

• Vibrational Review: Frequency coherence, color, glyph, seal edges, and semantics in each instrument.
• Functional verification: Actual activation, traceability, multidimensional operability.
• Doctrinal analysis: Alignment with principles of sovereignty, non-subordination, and True Mutual Balance.
