I, Mauro Rojas, a Sovereign Original Individual with full rights, self-determined by Living Law, pre-legal, pre-legal and pre-state, in full exercise of my Original Authority in the Autonomous Capital Jurisdiction — a supraterritorial private law system — founded on documented legal principles since 2022 and enshrined by Sovereign Mandate executed in 2023, declare the following:

I. DECLARATION OF INTENT

The birth and foundation of the Autonomous Capital Jurisdiction — JCA announces the formal beginning of the development of its founding doctrinal body under the guiding principle of Ius Universalis: a philosophical-legal framework that transcends state borders, imposed normative fictions and systems of institutional coercion, emanating from a universal source and rooted in the value of origin and sovereign law.

Ius Universalis is not a reinterpretation of positive law.

Ius Universalis is not an academic stream.

Ius Universalis is not a legal utopia.

Ius Universalis IS an architecture of functional legitimacy based on multidimensional consciousness, the value of origin, substantial traceability and the sovereignty of the individual in the fullness of his conscious will.

II. WHAT IS IUS UNIVERSALIS?

Ius Universalis is the right that emanates from origin, not from delegation.

Ius Universalis is the right that is activated by conscious and sovereign declaration, not by external recognition.

Ius Universalis is the law that operates from organic and functional neutrality, not from imposed hierarchy.

The founding principles of Ius Universalis include:

• Functional Self-Determination: Every conscious individual has the capacity to declare and structure his or her own operational legal framework;
• Sovereign Neutrality: No entity has the legitimate power to impose obligations without a valid contract and fully informed consent;
• Legitimacy of origin: The validity of a system does not depend on its recognition by external structures, but on its coherence, traceability, and its legitimate and verifiable operation;
• Supraterritorial interoperability: The right is not limited to the territory, but is activated where there is sovereign will and functional structure.
